ci: canonical-only lab-release (+cargo test); remove other workflows 2043460827

deps: track integration branch of hero_lib & hero_website_framework ... d1ac46d03f

Switch herolib_core, hero_lifecycle (hero_lib) and hero_admin_lib
(hero_website_framework) from branch=development to branch=integration.

The development branch pulled hero_theme from lhumina_code/hero_web_template,
which was deleted, breaking the build. The integration branch of
hero_website_framework dropped the hero_theme dependency entirely, so the
removed template repo is no longer referenced. Lockfile re-resolved.

Add .cargo/config.toml (git-fetch-with-cli) so cargo fetches the private
forge deps through the git CLI / SSH credentials.
